This study attempts to place the different trade negotiations facing SADC (the SADC protocol, Lomé, the WTO) into a single context. It defines possible combinations of policies, and quantifies their effects on the SADC countries and major sectors. It also looks at the effects on particular sectors and on the development potential of SADC and individual members. The results are then used to provide a guide for those who will need to take decisions about negotiations.
